What does "Turbo not making charge" message mean?

Go to your non-cpa neighbor and ask her to take a look at the plumbing. :)

You may have a hose clamp that let go and no air is making it to the engine. If it's a small leak, your truck may still idle, but if it blew off completely, then it's basically dead. Should be easy to spot.

It means your turbo sucked up a gen 1 and cant spit it out the exhaust.

Let the dealer look at it. If you touch it they might say that you did it. Use your warranty, you do not need to become a mechanic on a brand new truck.
Best of luck and sorry to hear that but not really surprised, since you are not the first one with gremlins.....first year production is like the first pancake, ******.

Update

Truck was towed to the dealer and of course the warning light disappeared when the dealer started looking at it. They took it for a drive and ran diagnostics and couldn't find a problem. They are going to keep it overnight and have the shop foreman beat it up pretty good tomorrow to see if they can find anything. Typical that the problem goes into hiding once it shows up for service!
