Turbo oil filter/screen

No. They are only intended to be serviced during an engine repair, such as turbocharger replacement.

They do not filter oil like a conventional oil filter, it’s just an inline mesh screen. If they are contaminated with debris or metal, that’s the result of neglect (poor maintenance) or a larger failure, at which point the screens are the least of your worries.

so buying a used raptor and not 100% on all service history on oil changes and such, is this a pretty easy part to replace just to be on the safe side? Or is this a pretty big job?

Disturbing that line is asking for it, unless replacing with all new seals, screens or full race upgrade. Torque everything to
Spec etc. a lot of work to do it on a maintenance schedule.
An argument for using PAO based oil w/ high detergent, in a decent oci and good filter appears in this context. I would argue that to be a more holistic way to remedy the concern.
