bid, im mobile right now and can not see the detailed programming available, but based on what i can remember, i beleive this should work. i will call you tomorrow after i get to a real computer at the shop.

OK well I'm gonna order one. It looks like it will work too. Might need some additional relays and wiring but based on what I'm seeing it should work.

I see this is a bit old, but I want to have at least one solution posted to this thread for anyone doing a search.

I don't believe the PAC controller can do what needs to be done here. It has a delay on and delay off, but it doesn't have an interval on.

I solved this for my Doug's cutout using two interval-on relays from Schneider Electric at about $40 a pop. See my attached wiring diagram and go to the following thread for more details:
