I have a 2017 Raptor. While it was in the shop, they gave me an XLT loaner with ventilated seats. Woah, what a difference! The seats blow stronger and cooler, especially the backs of them. Did they change something? It was a 2019.

I doubt it, it's just newer. The longer you have yours/the more ass time it gets, everything gets compacted a bit, including the ventilation holes in the seat itself. My passenger seat still runs like new...driver's side, not so much.

I remember reading in another forum where they did change something due to an issue. See excerpt below explaining what changed:

"They ditched the system used in 2015-2017 and just use a fan over the TED system used in the previous years."

Interesting...I have an 18, and the driver's seat is noticeably not as good at 25,000 miles as it was new.

Here is some more info on the change from another post. Sounds like it is sucking in cabin air and blowing that through the holes.

"The design thru 2014 had a fan that blew chilled air out of the seat back and bottom.

New design, as I understand, uses ambient vehicle air and pulls air into the seat back and bottom."

there is a filter in the seat after the fan....could be your filter is dirty and not flowing as much air.

OK, now I'm confused. My understanding was Ford went to the ventilated seat in 2018, but my pricing/package guide for 2018 clearly says "cooled" seat for Raptor with 802a. Sticker says nothing other than 802a. My seats feel like they're sucking (ventilated) rather than blowing (cooled). So what's under my butt?

****? Nah. But if my seat sucked instead of blew, I could fart to my heart’s content without getting “the look” from my wife.
