It could be totally innocent as @FordTechOne said. It could be they have had some brushes with modified vehicles because, maybe someone flashed to stock before bringing in a vehicle with obvious rod knock, or a melted piston. Or it could be someone in the discussion is just being a chump. Most people don’t get up in the morning and say to themselves: “Who can I oppress today?”
Some do, but most don’t.
I get what you’re saying though, wasted time, wasted trip and 99% likely to have nothing to do with your -stated- mods. Totally discretionary and no practical recourse. They would get paid for the TSB the same as any warranty claim, so I’m not sure what the underlying issue is, but, the tech may have previously worked on a modded vehicle that turned into a headache or someone in the same shop and they may still ‘fondly’ remember that engagement.
