Yes the dealership is going to to care of it under a warranty claim of course. Appears if the paint process was "rushed" according to the dealership so that the orders could be fulfilled on time or close to being on time due to the chip shortage.
That is definitely a bummer on a nice new truck. Looks like bad primer and it had no adhesion. The upside if that the flares can be easily popped off and replaced/repaired so you will be back to nice and new again.

Really? They look like gray plastic to me. I scratched the living hell out of mine and they seem the some color underneath. When I drilled holes for the mudflaps the shavings were magentic gray. I figured they were just solid plastic. They sure scratch easily like plastic does.

Interesting. When I buffed mine the cloth turned dark gray; I thought they were the color “Magnetic” but without clear coat. If that’s the case not sure why they would have changed that with Gen 3, if they can match the color of the plastic that well why bother with paint.

So you actually have deep enough scratches that would exceed paint thickness and it’s all uniform in color?
The scratches appear a tiny bit lighter. When I took my pocketknife just now and carved off a bit at the part of the flare that extends into the fender well, it's a little lighter too, but it looks like it could be stressed plastic. I can see no paint layer over plastic. I don't know what to think. I wasn't willing to carve off a chunk on the outside.

The paint looks a bit cheap anyway. The matte black underneath looks better imho :D

I have some scratches that you can catch with your fingernail. If I clean the scratch with water, it looks all the same color when it dries to me, but you decide

In this greatly magnified picture, you can see the gray plastic in this deep scratch if you look closely
