I have non commercial plates on my truck. The dealer did the plate transfer though. I would try another DMV

here too...problem is that you also need to have a company name on the door and big part is that you cannot drive on parkways. In NY there are highways (freeways) which are for commercial vehicles and passenger vehicles. Parkways are for passenger vehicles only, you can driva a pickup if its under a certain weight or has a permanent top to it.
