HELP...Please...2012 SCrew Rear Venom Install

Hi all...I have looked but it doesn't seem like anyone had an issue with the rear bumper install for a 2012...However, there is a welded flat plate that sits underneath the License plate that is not allowing me to put the bumper on. It looks like I need to cut this off. Is that correct? Thanks in adbvance.
