I appreciate everyone's input on this, but I don't think we need a poll to determine what the right course of action is here. I will pay the purchaser for the cost of repairing the wheel, $155.34, based on the estimate he provided me.
I failed to inspect my merchandise, and that is my fault alone. I realized my mistake early on and offered to pay half, and was willing to do more until I was stung by the purchasers attitude.
I don't care for the purchasers method of handling this, the fact that he filed a Paypal claim prior to getting a repair estimate, and that he failed to negotiate a settlement in good faith initially. PayPal hit me for the full $1525, despite the claim only being for $400. PayPal has since restored the funds to my account. The buyer also got a hell of a deal on the wheels to begin with, but when it's all said and done the final sale price, or his personal financial means has nothing to do with his claim.
In the future, I will fully inspect anything I am selling and will choose my ad wording carefully, in the hopes I don't have to experience this again.
To the purchaser; maybe try a little finesse next time. Some situations may eventually require a big hammer, but it's not necessary to wield one from the get-go all the time.

Why not just replace the ring? You can't beat oem coatings

I don't get it. Just replace the ring as it would cheaper and less time consuming then dropping off at the shop to fix it. And what happens if they do a poor job of matching the color? Then you would have to contend with another issue.

To the buyer ... just let the seller buy you a new ring then you would have a spare ring should you damage the ones on the wheels.

I'm going to send the buyer the money for the repair, it's up to him to decide if he will fix or replace the ring. Even if buying a new ring is cheaper, there might be shipping/Paypal fees etc, I just want to be done with this- he can keep the change.
