Just an educated guess from experience in other industries. It might be that Louisburg had their fingers slapped from Ford corporate due to complaints from other dealers as to the near invoice pricing.
And yes...I realize that "price fixing" is not legal, however there are ways for an entity like Ford to put the squeeze on.
The dealer base as a whole wants to make as much profit as they can. Might mean full retail now and then something less than retail in six months to push more volume.
