Where you using Tow mode?
What gear and rpm where running?
Sometimes manually dropping a gear will let the eng run easier and might get a little better mileage...
Altitude, weather, and terrain very likely could be causing the disparity in MPGs. OP should post where he towed, which route, etc. to have an accurate comparison.
I didn't get my Rappy to tow, other than maybe my flat bed with my RZR or maybe the Scout from time to time. That's why I have the Super Duty.
Didn't get the Raptor to haul all over. Except haul butt in the desert.

This set up runs about 4.500lbs. Winter blend fuel, cold temps and cruising 70-80 mph I see 8.5-9.5. Parts of the Maine turnpike speed limit is 75
I installed the Hellwig swaybar. Made a big difference in towing, as a matter of fact big difference when empty.

Towing mode doesn't improve MPG's, neither does dropping a gear manually.
