OEM speed limiters are usually there for one of two reasons.
1. Tires - bunch of data shows the Raptor's BFG's aren't good for continuous use above 107.
2. Critical driveshaft speed - exceed it and bad things happen. Like transfercases or trans output shafts breaking off when the driveshaft gets into a death wobble.
IMHO, unless you know what the hell you're doing, leave the speed limiter alone.
