Well I can tell you for fact that if it is a complete ford engine and you are reusing your original PCM it should fire and run without doing anything programming wise. Make sure you ground wire from battery is attached to the block as it should be. Make sure you are getting power on the small terminal on the starter when key is in the crank position. Also you can try to turn the key on and take a jumper wire under the vehicle and jump the large 4ga wire to the small terminal at the starter this should make the starter run bypassing everything else. Another idea is take a good set of jumper cables and jump from negative battery term to block designating ground circuit you are getting a voltage drop somewhere and that is why the gauges are bouncing.

This will fix all your mechanical problems. Hehe

I had to have it towed. It was rather funny watching my truck bounce around on a flat bed like it was hitting the trails! LOL They said it just needs a PCM reprogram. Fingers crossed
