But yes, the fuel pump will run so that eliminates the fuel pump as the problem.
Pump does not run with jumper wires. Dropped the tank today and pins 3&4 have power while 1&2 do not. This, to me says bad pump.

Pump does not run with jumper wires. Dropped the tank today and pins 3&4 have power while 1&2 do not. This, to me says bad pump.
Just a thought, if the fuel rail is at max pressure the rail pressure sensor won't demand fuel.
I don't remember the max psi. I think it's 14 or 15 psi.
The pump does not run continually, it's a closed loop system, there isn't a return line.
When I started my truck, the pump ran 2 to 4 seconds sometimes not at all it depends how long she sat before starting.

I wish I could tell to how to loosen a fitting to run down the pressure or test fuel rail pressure sensor, but I don't how.

i had both lines disconnected at the tank so I'm sure there's zero pressure. Before when it was connected their was no pump noise from the tank.

Then start checking the fuel rail pressure sensor it could have been damaged by your shorted harness.
Then I would drop the tank.

There is no fuel rail sensor on these trucks. The regulator is part of the pump in the tank.

So when you ran the jumper and the pump ran full time, did it start and run fine?
The issue my old truck had was the signal that the Fuel Pump Driver Module sends to the PCM, had a ground issue and did not return the signal to the driver module that tells the pump to turn on.
Did the jumper and Bingo... fuel pump worked/truck ran.

I'm curious if the issue is the communication to BCM or if there is a ground fault in your pump
