I would check both IWE for a leak in the vacuum lines.. One maybe leaking this causes one to lock in to 4wd while the other one is out of 4wd.. Just a guess..

I believe it is intended to be used if you place a camper or shell on the rear for an attachment point to pick up the third brake.. It was pointed out if you pickup the lighting at the tail light housing you would get a blink when the turn signal was on, so not the place to get it..
