It's air pressure related. The weather stripping catches the air and starts flapping.

Add the felt like I did. It changes the aero over it and seals the gap which causes it.
Did you add the felt to the top or side of it? Can’t tell by pic

It's on the inside top (between the weather strip and the glass) of the left corner (from the inside) of the driverside.

So sit in the driver seat, roll down the window and it's the upper left corner

You can see the air gap with the window closed if you're looking at the same location from the outside. It take a felt strip of about 6inch from the top corner down.
