This unit should pull air from the bottom of the seat, where the unit is located. There's not a filter per say, but something to that effect. It will blow through the seat onto you.
It can only adjust so far from ambient temperature, which means while the unit is separate from the HVAC system, the truck's interior temperature will determine how well the seat works. If you are in 100 degree Texas heat with the windows down, full blast seats will barely feel cool at all, but if you've got the windows up and A/C at 72, the seats will be pulling 72 degree air vs 100 degree and therefore be much cooler. I usually have to turn it off after a few minutes.
I would be amazed if the 19s changed this, except for Recaro seats, which I have reason to believe will have heat only.
Maybe I missed it but where is the manual to download?My 19 manual (downloaded) states "To improve comfort, use the ventilated seats along with the vehicles air conditioning system".

I logged into my Ford Owner account and it knows I have a 19 on order and just last week the manuals, Raptor supplement, quick start and other things were available to look at and download.Maybe I missed it but where is the manual to download?
