What's the Purpose of a Hole on Inside of Tailgate?

Guys, can one of you tell me the purpose of a small hole on the inside of our tailgates?

It's located toward the top of an inside panel of the tailgate, opposite side of the tailgate handle.

I took a picture; it's from the angle of standing behind the truck, tailgate down (click on the pic to get a better look):

Its like one of these doorknobs but for your tailgate...the little tool is in the glove box.
