Your smog tech is right. California smog system runs a checksum on Cal ID/ CVN to verify that the ECU hasn’t been modified. If your ECU fails to provide a matching CVN (to what smog has on record) then you will automatically fail.
Thanks, I've got no reason not to trust my smog tech, he's a hot-rod guy and he's building his 1969 Camaro right there next to his smog bay, and he's steered me straight for years and many smogs. Not a big deal to uploaded the OEM ECM sw anyhow, and everything else on my truck has a smog EO or is legit. I still dream of living in a smog-inspection free state, opening my truck up and letting it breathe ;) !!

My dad's truck has been smogged in N. CA for years, he had a custom tune installed last year. He didnt remove the tune and just smogged it and passed no issues. If what you're say is correct he should have failed.

Straight from the BAR website.

"BAR will implement Cal ID and CVN checks for most model-year 2000 and newer vehicles as part of the On-Board Diagnostic Smog Check inspection failure criteria"

Could be your dads model hasnt made the list yet. The only reason I know this is because I own an Evo and have seen countless others in that community get flagged to the state referee for failing the checksum.

*Edit, I misread you comment (thought you said your dads truck was smogged last year). This was implemented in 2020.

Same here man, truthfully I wont be doing much to the Raptor in terms of tuning but I have an Evo that has been stored away for 5 years longing for the day it can be driven without having to worry about getting state-reffed.

I have a highly modified 2006 STi I've owned for 19 years. There's nothing left smog compliant on the car. However, thankfully I live in a place that doesn't require emission testing.... yet. I keep hearing it's coming.

I have a highly modified 2006 STi I've owned for 19 years. There's nothing left smog compliant on the car. However, thankfully I live in a place that doesn't require emission testing.... yet. I keep hearing it's coming.
lets hope not. i register my truck at my friends house, where i used to live in the springs, because i have an o2 sensor missing and i cant get emissions done. im too cheap to buy a new one. plus its been out almost a year with no motor. effin thornton has emissions.

Enjoy it man! I wish I could, although I do like breathing fresh air and where I live the air is pretty bad so I shouldn't be complaining. I'm more angry that the consumer/mass population always gets the short end of the stick but thats another topic for another sub haha

When I lived in Brighton I registered the Subie and my Roush Mustang at my buddies house in Firestone to get around the Denver Smog. Western Slope none of that crap to worry about... yet.
