Most modern trailers (non commercial) are wired for the RV 7 pin flat connector...the one that comes on every truck for over 10 years
Many guys wire up their reverse lights off the wire harness, so yes the reverse circuit is energized without a trailer plugged in.

Thanks for the input all. Tonight, problem solved. Ford does wire the trailer reverse light signal to the center pin of the 7-way connector. What I didn't know was that all of the trailer light wires are all on their own separate fuse circuits. Yep, here it comes...it was the trailer reverse light fuse that was blown (fuse 74). Changed it, 7-way center pin lights up the tester with tranny in R...and allows the trailer to be backed uphill. Best solution is always the simplest.
