id bet the dealer did this as a theft deterrent.. easy and free to reroute that cable thru the wheel by unbolting it from the hitch

Mounted my spare in the bed and just pulled the cable all the way up and zip tied it off so it would not rattle.

You don't fit under the truck if you're trying to get it out of there while off road... much easier to get it out of the bed
