I think the Tune has something to do with that.

I think the rev limiter might be holding you back in off-road mode.
I've always wondered what the Tuners are doing with those files.
The Ford/Whipple Tune didn't do anything for me, in off-road mode.
And I'm working with Whipple on my custom SCT Whipple Tune now.
There's a lot of back and forth right now.
