Removing Front License Plate Bracket

I wish to move my front plate from the factory location which looks silly and blocks the oil cooler.

Can anyone identify this license plate relocator? It bolts on through one of the front tow hooks. I have searched on Google and cannot find it. Pix are from one I saw in a parking garage.
