Just called, they said they have the numbers in their system for the 12's, but don't have it so that you can buy the certificates yet.

I forgot to ask him the total number, so maybe the next person to call can ask.

To find your SVT Raptor's unique PRODUCTION number, just call 1-800-FORD-SVT and give them the last 6 digits of your truck's VIN (serial number). AND IT IS FREE TO CALL and get you number (the certificate costs money, though).
