Mine downshifts in T/H mode when going down hill without a trailer. I've done this many times and it downshifts. Maybe it's because I'm usually going down a 6 or 7% grade.

I found his out on accident because I left it in T/H mode going up the hill and forgot to turn it off once I creates the hill.

Will test it on flat road to see it it works or not.
