-Fairgrounds holds monster truck events so there is enough room for a raptor course.
-Track in blurry pic shows a zig zag which means to me that it's a fairly small area and the purpose of the zig zag is to get the most course in a smaller area.

Oakland County had a proposal for an ORV park. The link was posted before but it was shot down shortly after and the property was proposed to become residential. Oakland County has no other legal off-roading unless on private property. If it's not the fairgrounds then it's not that county and all the clues point towards Oakland.

I thought about that. Here was my reasoning:

I can foresee food and alcohol available on site. It's a possibility.

I took the 12 characters as the total number of letters in the two possible counties combined.

Oakland was the only county in the list of possibilities with an international airport unless I missed something.
