Yup. Its that "“locked container” means a secure container which is fully enclosed..." part that bugs me in terms of this product. Its only enclosed when installed, and it uses parts expressly prohibited to create that enclosure.

This is an interesting concept. The console safe has 4 sides, a top and a bottom. Is it water proof? No. The law prohibits the simple storage in a glove compartment, but doesn't say the locked container cannot be installed in that same glove compartment.
If a law said that wild animals on public display required they be in a fully enclosed cage, would 4" between the bars be OK?
With all of that said, I believe the console safe and console vaults version meet the spirit of the law, but a written opinion from the Cal DOJ would be nice.
