I assume the new ‘19 base SCAB has an msrp of around $55k?

I would enjoy what you have UNLESS you can do the entire ‘17 to ‘19 swap for $5k or under. Here in CA you would lose the entire sales tax paid on the ‘17 and pay the sales tax again on the ‘19. It would be around $10k so definitely not worth the upgrade.

You 2017 is a CPO, how long is the warranty period?

Personally, I wouldn't. I bought an 802a because I wanted all the extra tech/comfort features. Are they worth the premium I paid dollar for dollar? Probably not; But the extra cost was the only way I could get them... So worth it to me.

Which is really the point. Would the stripped '19 over the more loaded '17 be worth it for you? If it's a daily driver, I'd say not a chance. But if you're just beating it up off-roading, then the '19 is likely a better setup for you.

Nav... who uses the factory Nav?
Push start... big deal.
Active Cruise... Reg cruise control is fine.
Heated seats... never use them.
Sync 3... 10 years behind competition.
Auto wipers... come on... don’t work well anyway.
Auto Headlights... don’t work well.
Backup cam... too tiny to see anything.
B&O stereo... meh, many people upgrade anyway.

My 800a has

Backup cam on 8" center screen and back-up buzzers.
It does have cloth interior, It doesn't have heated seats or steering wheel.

You make the case even stronger... the case for the 19’ 800A over the 17’ 802A

Don't forget the front torsion diff.

B&O stereo I really like as it's much better sounding to me than the Sony in my 2014 FX4.

I love and use the heated seats alot.

I personally would keep the 17, but I am a big fan of options. I have a feeling if you went to the 19 you will miss out on the 802a options and end up with a 892 ‘20 at some point.
