GEN 1 Lower than normal MPG?

I have had 3 Gen 1's and none Averaged 15... Can I see it on the highway, sure, but town will kill it again.lol
When brand new, my 13 on stock wheels /tires averaged 13.9- 14.1 for its first 6 months, then got 35 Toyos and mid perch and never saw above 13 for an average.
My 14 Roush on 37's was a solid 14 after the JDM tune. Before it was happy to see 12
The 11 that has all the built suspension on 37's is 11.7 to 12.4 all the time.

The Gen 1 was only rated up to 14 mpg highway. While folks have gotten higher than that, it’s unlikely you were getting better than the rated fuel economy with heavy aftermarket front/rear bumpers and wheels/tires.

Mines been getting 8-9 city, 13 highways. Leaving me between 10-11 combined. I do a lot of stop and go city driving, but this honestly sounds worse that what I'm hearing It's supposed to be. Original dealer brochure said 13 combined. And I've heard other places I should be getting closer to 14. If that's the case, my truck is struggling with no engine lights or problems. Currently sitting at 158k miles.
