Like @FordTechOne mentioned, It sounds like the fluid pump. I had a 2019 Lariat that sounded just like this. Never had issues but some just seem louder than others.

Thanks for the explanation. I took it to the dealership, they all claimed it was normal and that "of course it is going to make noise". There was another ordered Raptor in the lot but apparently they didn't have the keys lol so I couldn't compare.

As @Antho mentioned the noise level will vary slightly by vehicle. All will exhibit some noise, but some are more audible than others.
