Tough to determine without standing by your Raptor on cold startup and driving it to identify the stutter. I’d recommend you perform a search on this forum for both concerns. There’s a boatload of sound clips here of the dreaded cam phaser knock/tic.
It sounds like you’re hearing the high pressure fuel pump (HPFP) which is a normal tick noise.My 04/19 2019 Raptor had the 4 VCT cam phaser thingamajig done alone with 21B10 update due to a metallic light tapping/rattle for a minute or so each time I started the truck. It didn't sound like valvetrain or anything weird, good oil pressure, etc. Anyway, dealer said cam phasers and truck basically sounds the same after the "fix". Maybe tapping is a bit lighter and not as long. It was pretty minor beforehand and it's still minor, so I'm not going to worry about it. The dealer tech didn't screw anything else up and I got truck back with fresh oil/filter and a fixed squeaky sunroof fabric shade when it opened and closed.
Luckily, I have the Flood Ford factory warranty extension for 8yr/125k miles so if it blows up before that, not my problem, if it doesn't I'll trade truck before extended warranty expiration. Overall, still love the truck.

The best advice I can give to everyone is stop trying to listen for noises. Engines are mechanical devices; if you listen closely you’ll hear all kinds of various noises, especially on a cold start when the PCM is going through its catalyst light off strategy and adjusting ignition timing, cam timing, fuel system mode, etc. You may also hear noises from normal valvetrain operation, solenoids activating/deactivating, turbo wastegates cycling, the fuel system transitioning between PFI and DI, HPFP tick, etc.
A cam phaser rattle is a distinct clatter type noise that occurs on a cold start for 2-5 seconds and can be heard both inside and outside the vehicle. It’s not something you have to listen for. If you’re not experiencing that noise then the phasers are operating properly.
I agree with you, that was why I was surprised they did the cam phaser repair on my truck. I thought it might be wastegate rattle or a normal noise, so when they diagnosed bad phasers and did the whole deal, it caught me off-guard.
