True, but that won't tell him what he's looking for. The refrigerant must be recovered before they separate the cab from the frame because the HVAC case stays with the cab and the compressor stays with the motor. He just wants to verify that they properly recharged the A/C when they put it all back together. The A/C compressor will cycle with the defrost, but it's going to cycle regardless of refrigerant charge.
im not sure Ford is the same, but vehicles I have worked on the compressor will not cycle if there is a undercharged, or overcharged condition.
