So if that’s the case Cobb should be releasing a map to capitalize on a earlier power curve ... but they’re not ?

There is no such thing as “the earlier power curve”. It exists only in the minds of those who “believe”! LOL

It was in response to the post about quicker turbo spool

Yes, I understand. Hence my reply. If the was some real "restriction" in the downpipe, there would likely be slightly quicker spool up of the turbo. Since the downpipes are NOT a "restriction" there is no change. The spool up timing (and resulting engine rpm at WOT) of the turbos is a function of the turbine blade design and turbine housing itself vs anything after.

I thought Cobb had stated previous post that they were finding no real advantage to downpipes thus were not going that direction and planning on only making the FMIC and stage 2... do I recal that info incorrectly?

That is correct. We are still going to release downpipes just because people still want them. The Stage 2 maps will require the FMIC. DPs will be optional.

So if the downpipes add 0 hp... what is the point ? Will there be a larger turbo option later on to take advantage of it ?

If additional power is your only concern, I wouldn't recommend buying downpipes. They do look good, add some turbo noise, and a bit raspier exhaust note. We don't have any plans as of now to offer larger turbos. Maybe that will change down the road. If that ever happens, it's unknown at this point whether these DPs will be compatible.

The turbos will spool up quicker

We haven't seen any significant difference in testing.

so I guess on the flip side, I don't need to worry about running lean if I have down pipes and run the stage 1 map?

We haven't tested that so I can't say for sure. Different DPs (catless for instance) could potentially lead to issues. I wouldn't recommend adding them using the Stage 1 map.
