My guess is yes, I am assuming if previously installed, you would have to push out whatever they used for screws to screw into (like those white threaded square plugs).Would that still work if a plate holder had been previously installed?

LOL - It does look like that.
The hole it plugs is about 4.5mm thru.I ask because the front holes on a mustang are just pilot holes, smaller then the screw and this would be too small for these plugs. I assumed Raptor was similar, where the initial holes are pilot, perhaps fairly big depending on material, and thus you would need a bigger plug after a previous install.
I don't know for sure, as my Gen 2 was bought used with the front LP holder already installed. I was thinking of taking the LP off though, and I believe I have those same plugs around already, so maybe I'll give that a try.
A pack of 30? Why don't you sent me a couple? =DIf you want to know, I bought these on Amazon and work perfectly if you want to plug holes.

I thought they were less noticeable on the grey portion of the bumper than they are on the silver portion.At least on Gen3 they are below the grill and less noticeable
