I though of using stockers cutting with a pipe cutter and spot welding a flat piece but since I'm not a welder I've decided to encoporate a machinist into my plight!

I wouldn't go anything less than 14mm x 2.0 the reason for that size is that it utilizes maximum threads on the studs which is safest, plus if you got shorter ones they won't tighten down far enough on the stud to secure the wheel, onlything I can think of for your desired application is maybe an open ended lug to allow the stud to pass through the lug just enough to get that flush look. Are you planning on modifying the nv center caps or make different ones completely?
