Even if they had bumped up the hp/trq, the difference in feel between the two would have been the same impression. If they included a different gearing for the 37s compared to the 4.10 for 35s, then I think the additional cost of that change, alongside chassis/frame changes, would have increased the cost of the option to probably unacceptable level (only as a perception, mind you).
Right now the cost of upgrading to 37s is $13.6K and different gearing would have pushed it to above $15K I am guessing. So, the base price for 37s would have been $81K vs. $66K. That perception of price increase might be difficult to swallow for some.
