Im not sure where you guys are getting your parts from but my headlight supplier quoted me a price with OEM ballast and bulbs. Keep in mind I do thousands of $ a year in bis with them so I get a pretty good price.
Once again, I cant make any promises until I have them in hand but thats what Ive been told. Also, as of today I can only get the black FX4 model heads, Im assuming they are the same as the Raptor ones but not 100% sure. Thats why Im waiting till next week for the Raptor specific model's, honestly they probably are the same thing.
I will probably open up the first set just to see what projector they are using, bulb type, ect... Im sure a clear lens upgrade will be possible along with any painting or led rings.

The FX4 and Raptor heads are 100% for sure - NOT the same. The FX4 are black. The Raptor heads are the sterling grey like color that match the grille. See my pics on that too. They have Raptor stamped into the back of them. The Motorcraft pigtail number I provided earlier plugs right into the 4 wire connector on the headlight and I have verified a Morimotor H13 pigtail operates everything including the OEM projector.

hosse, did you get the dust cap for sealing the back of the head ? thanks for the pics, I do like the looks of them.
Yes - here is what was needed. D3S bulb, special retainer and 2 screws to hold it in, dust cap, side marker light socket, ballasts, 4 bolts for ballasts, cable from bulb to ballast, 2 Motorcraft pigtails to connect bixenon harness to 4 wire connector on headlight. The wiring for the projector and the plug are all built in.
I bought OE ballasts used off of Ebay for $80.00. Everything else I bought new. The ballasts are the same as all the late model Fords - Explorers, Flex, Lincolns, etc.
If you use aftermarket ballasts, you'll have to figure out a way to block that huge hole.
Thats my new toy that I just completely restored back to stock. It had been major "modded" by a major "shadetree" from the front bumper to the rear bumper.
