Ended up being a combination of the large "top piece", the cupholders flexing around (screws were a little loose), and the key reader mounted down inside the bottom of the frontward cup holder.

It's pretty tough to not have squeaks and plastic creaks etc. when almost your entire panel assembly relies on cheap plastic snap-in pieces. For that entire center console component, there were 2 screws holding it in. That's it. A good 20 press-fit tabs, and 2 screws.
