This sounds like a sticking relay to me. Did the new headlights include a relay in the harness? If so I would replace it or switch them side to side to see if the problem moves. I am not familiar with those headlights so a picture of the install or a link to what's in the box would help.
I had a set of the D-series pods arrive with a short in them, they would blow fuses any time you tried to power them on. Contacted rigid, sent the pods out on their dime had a new set back within a week. Their service and warranty are good, send them an email and see what they say.

You could try a standard automotive polish, something like Meguires ultimate compound probably work pretty good, its friable so it starts out coarse and brakes down to give a descent final finish in one step.
Backspace is the distance between the rear lip of the rim and the mounting surface. If you increase the wheel by .5 width and don't change the backspace you move the front wheel lip out .5". Since you are adding an inch of backspace you are moving the outer rim lip .5" in on the truck.
What did your battery connections look like? Check the alternator connection. It sounds like your dropping out of voltage spec momentarily. Since the trans work was the last thing done I would check the grounds on the right side of the harness. I think there are 3 grounds there.

Have your tires balanced and rotated, see if it goes away. Tires are common cause of speed induced vibration, if that doesn't fix it report back there are other things to check.
