I was looking through Reddit and Twitter this morning. Waze is aware of the issue and working on a fix.

Do you have Waze installed?Are we sure its Waze as the issue for me corresponded with the recent Apple iPhone update? I reached out to Apple and made them aware of the issue and even linked them to this thread.
I did the phone removal and add back on - no fix
I did the restart - no fix
Killed all open apps - no fix
What did work was disconnect the usb cable enable Siri and then back out of Siri and reconnect and volume control is back. It will usually work till the next day and I have to do it all over again.

Right, me too. Try opening Waze and then force closing it. It fixes the problem for me. No idea why.I do, but don't use it
