I believe jack is required by law that manufactures include one but not that it will actually be practical for the vehicle. If it wasn't required the dealer would charge you for it as an extra like floor mats.

It is a wheel chock, one is included by many truck makers these days and could be helpful if you need to change a tire on a grade. The jack will suffice in most circumstances to change a tire. You should carry something more robust if you're taking the truck off road. I wouldn't throw it out.
