I owned my 2010 SCAB for 8 years and it had 46K miles when I sold it last year. It was Tuxedo Black, loaded from the factory, except for the moon roof with many after market parts, plus it had the 6.2L engine.
Parts List:
5-Star Tunes, True Dual SS Exhaust, AFE Intake, Method Wheels, Brand New 35x12.5 Red Letter General Grabbers, ADD Race Series Front Bumper, two Vision X LED Light bars, BakFlip F1 cover, Bedrug, Paint to Match fender flares - rear bumper - door and tailgate handles, WeatherTec Floor Liners, Tinted Windows, ****** Redline Radar Detector
I sold it for $38K in less than a week to the first person who looked at it.
Since the one you are looking at has very few options, no aftermarket parts and the dreaded 5.4L engine, the most I would offer the guy is $28K. The low miles are nice, but I would be sure to have it checked out for dry / cracked belts and hoses from sitting so much for 9+ years. Also, if it has not been replaced, it is going to need a new battery even if he had on a battery tender the whole time. (Ask me how I know...)
