...The vehicle is not looking forward enough to understand that you are not towing and trying to maintain a certain speed down a mountain pass.

This ^^^^ It's the reason that until self-driving cars are a thing the transmission will never shift even half as well as a skilled driver using manual mode. I exclusively use manual mode off road for that reason. Even with my limited skills, the improvement is remarkable.

It does not need to be in tow/haul mode for it to shift down. It does all that in normal mode when you brake coming down Mtn passes. I freaking hate it. Try coming down the Mtn on snow packed icy roads while having the tranny shifting down. It get pretty harry and sends you sliding. Total screw up on Fords part.

Try it in sport or rain/snow mode with manual shifting. I haven't had any of those problems, but I don’t drive in normal mode.

Slippery mode is manageable, but still sketchy. I lightly add throttle while braking to stop the stupid shifting

Much as I hate on Ford for their software, this one isn't Ford's fault. If it's icy and a shift might put you in the ditch, you belong in manual mode. Period.

My 19 Raptor did not have this BS so I respectfully disagree. So I let my son or wife drive it, they have no clue how to use manual mode. I understand it for tow haul and sport mode, but not normal.

You amused me with this Cruze Control... sure I can switch to autopilot if I want to fly into the abyss, but definitely not... :)

When using the tow/haul mode the vehicle electronics thinks you are towing or hauling. So it keeps the gears in a higher RPM as a way to limit speed. When you apply the brakes it thinks you are trying to slow down while towing or hauling so it downshifts to aid in this process. The vehicle is not looking forward enough to understand that you are not towing and trying to maintain a certain speed down a mountain pass.

When I drive down the pass, I use sport mode and manually drop the gears to help maintain the speed I want. I also use the brake pedal as needed. You can use the paddle shifters as to not distract you from the road. I only use tow/haul when towing my ski boat.
Yes, the manual shift from the paddle shifters is the best for controlling the speed steps for an engine brake combined with the service brake. But the Tow/Haul function, as explained in the car's manual, also performs the automatic control of the engine brake, especially in mountainous areas, when you want to pay more attention to driving. The engine brake has nothing to do with the skill or dexterity of handling paddle shifters (it's my personal opinion, I don't want to contradict anyone). but activating Tow/Haul is relevant when the mountain road is very long and tiring. I commute between Manual and Tow/Haul.

How would I have wanted it to work?
When I start a descent with serpentines, I want to maintain a constant speed using the brake pedal, and the engine speed to be between 3000-4000 rpm (engine brake).

There isn't enough braking at those rpms so that's not going to work.
If the engine brake is not effective at 4000 rpm, at what revs do you bring the engine up very frequently? 5000? 6000?
I am satisfied with the engine brake at 3500 maximum 4000 rpm, in the most frequent mode.
