GEN 2 Tonneau Cover by Advantage - Locking?

My truck came with the a Tonneau Tri-Fold cover by Advantage.

I can't for the life of me remember if the cover locks when the tailgate is closed. It doesn't do it currently, meaning I can flip it open with the tailgate up.

Can someone confirm? I'm asking so as to confirm if I need to get it fixed/replaced.

U need to lock the 2 plastic handles. 1 on each side by the tailgate and that locks it so it will not open when tailgate is up. The cover locks independently of tailgate
