Tie down anchor hooks

Because of Retrax tonneau cover I can't access the factory hook. What will be the best way to add tie down anchor hooks to the bed? I currently have line x on the bed. Do I simply just drill it in with self tapping screws?

self tapping screws won’t hold anything
d rings held by the bed bolts is a better idea
