It’s called a hitchcock. It’s designed to keep the rear end of the truck (exhaust tips mostly) from dragging on extreme approach angles. Hit Sterling up and see if he still makes them, the site is gone but he is all over instagram.

It should be barbed the other way though, that way when you pull forward or they back up, it takes their bumper with it. Like a fish hook if you may.
