Switch on OBD Port

Mentioned this once or twice over the past two years or so.....

Anyone else have or know what this toggle switch is on my OBD port? Does everyone have one? Or did the original owner install? What could it possibly do?

The switch? Yes, not sure where they go.

It is not. I just plugged that plug in yesterday. Will take a better pic tomorrow.
