thats a shield wire. its fine. you can not test ac current with a test light. if you are testing with a test light and getting results, then your ac current is now dc current and something is definitely wrong.

Maybe a dumb question but have you checked your Balance in the audio section?

I have checked the balance and fader to no avail. I think its time for a new radio
