Painting would be too weak for sure...Powder coating is the way to go...

I would even consider LineX'ing both bed and the rack, LineX is tough as f*ck, I had my bed sprayed more than one year ago, and it still looks like new, even after the hard conditions of morocco !

In my experience powder coating never lasts. I live in a very salty environment, and even marine grade powder coating goes to crap in under a year.
I would epoxy prime and finish. OR...
I also agree that LineX / equivalent quality bed coating would be best. My brother's 95 Dodge 2500 V-10 had Ziebart bed liner applied when new. It's still in excellent shape....much better than the factory paint!
