Surprisingly, not hard at all. I did it at night with the hood on, hardly any light in 50 degree weather.
I would say the 'difficult' part would be masking off the tape evenly on the lines of the hood. The tricky part is removing the tape, have an Exacto-knife ready, because the plasti-dip creates a coat over the tape so when peeling the tape the dip will peel as well. IMO use black pinstriping, or closest color to the vehicle, to get clean edges.
